J-1 DS-7002 Training Plan Writing and H-3 Training Program Documentation

J-1 DS-7002 and H-3 — phased, specific, built to clear review first time

A training plan fails on vagueness. Sponsors return DS-7002s for phase descriptions that read like job descriptions, supervisors identified by title alone, and cultural components written in generic language. USCIS denies H-3 petitions that lack a fixed schedule, objectives or means of evaluation. Both problems have the same solution, and it is a writing problem: specificity.

What It Covers

  • J-1 DS-7002 Training / Internship Placement Plan — Phased plan with learning objectives, named and qualified supervision, teaching methods, evaluation points and documented cultural components. Written to clear sponsor review the first time. $950
  • H-3 Training Program Documentation — Structure, supervision, classroom versus on-the-job hours, proportion of productive employment, the career abroad the training prepares for, and why the training is unavailable in the home country. $1,600
  • Sponsor White-Label Drafting — Outsourced plan preparation for designated J-1 sponsors carrying volume — plans that arrive complete instead of coming back for revision. By arrangement
  • Training Plan Review & Rewrite — An existing plan assessed against the eight most common return reasons and rewritten where it will not hold. $600

How It Works

  • Scoping — Programme type and duration set the shape. Each DS-7002 phase runs no more than four months, so a twelve-month internship needs roughly three phases and an eighteen-month traineeship around five.
  • Supervisor and host intake — Full legal name, title and actual qualifications of the daily supervisor, the worksites, the rotation schedule, and how oversight will genuinely happen.
  • Objectives by phase — What the participant will learn in each phase, taught how, measured against what — with real progression from observation and shadowing toward independent work with mentor checkpoints.
  • Specificity pass — We replace anything that reads like a job description. Not “will assist the marketing team” but the campaigns actually observed, the certifications completed, the deliverable due in week twelve.
  • Delivery — Complete plan matching the offer letter on wage and hours, with the cultural component documented rather than gestured at.

Why Zeolla

  • We have written hundreds of these — Structured, phased training plans have been a core service since 2015 under Australia’s Subclass 407 training visa. Phases, objectives, named mentors, evaluation points, genuine progression — the form is the same.
  • Built against the actual return reasons — Vague phases, supervisor by title only, mismatched supervisor expertise, wage discrepancies against the offer letter, part-time hours, weak cultural components, job description language, undocumented worksites. We check every one before it leaves.
  • Training, not disguised employment — Both regimes turn on the same question: is this genuine structured training with a destination, or work wearing a training label? We write to the first and will not dress up the second.
  • Sponsors are a client, not an obstacle — A plan that clears review first time saves the sponsor staff time and the participant weeks. That makes us useful on both sides of the transaction.

Common Questions

What is the DS-7002?
The Training/Internship Placement Plan — a controlled Department of State document required for every J-1 intern and trainee. It is completed by the host organization’s supervisor with the participant and the sponsor, and reviewed twice: by the sponsor, and again by the consular officer at interview.
How many phases does a plan need?
Each phase runs no longer than four months. A twelve-month internship typically needs about three phases; an eighteen-month traineeship around five. Every phase needs its own objectives and its own place in the progression.
Do you sponsor J-1 participants?
No. Sponsorship requires Department of State designation and is held by organizations such as CIEE, Cultural Vistas and Intrax. We write the training plan for the host organization, or for the sponsor as an outsourced drafting partner.
What makes an H-3 petition fail?
No fixed schedule, objectives or means of evaluation; a programme mismatched to the petitioner’s business; a beneficiary who already holds substantial expertise; more than incidental productive employment; or a programme that looks designed to staff domestic operations.
